I have tried uninstalling and reinstalling both FNIS and FNISFlyer several times, but it didn’t work.

But as with all things, it could be better. the only advice i could think of if that FNIS doesn't necesarily have to be in the Skyrim folder if you're using Mod Organizer. I got XP32 & FNIS with CBP Physics (vr version) working fine on Skyrim VR, and for that matter SKSEVR working too.
